program assessment, reorganization, and senior manager evaluations—including

ranking to the 1st quintile within
the 21 campus CUNY system; led recruitment for key executive staff positions.

Wrote,
edited and coordinated key internal and external publications, including
sections of the strongly praised Middle States Self Study Report and confidential
self-assessments for 2 chief executives for their performance reviews by the
university chancellor.

Built
consensus among multiple stakeholders on policies; chaired and served on college
and university-wide committees addressing governance, facilities design and
planning, sustainable procurement, and foundation board relations.
NEW YORK CITY INDEPENDENT BUDGET OFFICE 1999-2004
General Counsel
Directed regulatory compliance and counseled the Director and staff on
legal, legislative and policy issues at this city agency providing nonpartisan
budget information to the public and elected officials.

Resolved the legal dispute with the Mayor’s office
that had held up the legally-mandated timely release of budget information to
IBO for 4 years.

internal policy manuals and training materials; led staff training on EEO and ethics rules.

designed to reduce and mitigate the negative environmental impacts of Township
operations and actions by its residents and businesses.

Commission’s work, the Township was certified
